Bill C-36: Protection of what?

Between July 7th and 10th the Standing Committee on Justice and Human Rights is holding hearings about the recently tabled Bill C-36: Protection of Communities and Exploited Persons Act. Included in these meetings will be a presentation by University of Victoria researcher Chris Atchison who will be speaking about nearly 20 years' worth of research on experiences of Canadians who pay for sexual services. This will include information from the recently completed study, Sex, Safety and Security, research funded by the Canadian Institutes of Health Research. Sex, Safety and Security is one of several current projects focusing on various aspects of health and safety in the Canadian sex industry, including the experiences of sex workers, their intimate partners, their clients, the people who own and manage commercial sex venues, and the people who regulate the industry.

Chris Atchison's presentation will speak to the fact that Bill C-36, among other things, proposes to criminalize the purchase of sexual services. This proposal was introduced without first demonstrating why paying for sex should be criminalized. In fact, neither the Bill nor the discussions that surrounded its introduction have made any reference to the existing Canadian research on buyers of sexual services, which includes some of the largest studies on this population ever conducted anywhere in the world. If such research has not been consulted, how do we know that clients of people who sell sexual services are, in Minister Peter MacKay's words, "perverts" and violent "perpetrators" that only bring harm to people who sell sexual services?

Close to 20 years of research on Canada's sex industry shows that interactions between people who sell and purchase sex are for the most part not marked by violence or conflict. They cannot be said to be "inherently violent". Situations of conflict and violence do exist, and it is these occurrences that are identified by sellers and buyers alike as problematic. In his presentation Chris will present evidence that shows that criminalizing all instances where sexual services are being purchased fails to distinguish dangerous situations from those that neither sex buyers nor sellers identify as problematic. Further, criminalization will make it a lot less likely than it currently is for people involved in the sex industry to seek help or report instances where they experience harm or threat of harm when these situations do arise.

TFW Program Update

Government of Canada announces a comprehensive overhaul of the Temporary Foreign Worker Program

The Government of Canada wants to ensure that the Temporary Foreign Worker Program (TFWP) is only used as intended, as a last and limited resort to fill acute labour shortages on a temporary basis when qualified Canadians are not available.

The reforms to the TFWP include:

  • Limiting access to the TFWP to ensure Canadians are first in line for available jobs
  • More and better labour market information for stronger screening
  • Stronger enforcement and tougher penalties

The Government of Canada is ending the moratorium that was placed on the food services sector effective immediately.

ALS Society of Alberta

The ALS Society of Alberta is celebrating Health Canada proclaiming June as ALS Awareness Month. Albertans who are diagnosed with ALS can feel marginalized, as the disease is still relatively unknown amongst the general population. There is currently no known cause or cure for ALS.
