Job Description
Role and Responsibilities
Responsible for the set-up of cost control requirements :
- Analysis estimate and cost control activities.
- Makes budgetary and change management control decisions.
- Coordinates financial control and its reporting.
- Provides technical and operational supervision to assigned personnel.
- Frequent Coordinates with project management, project team members as well as contractors/subcontractors and client under supervision.
- Supports project organizational and administrative activities.
Core Responsibilities
- Sets up project coding system and cost control system
- Provides input and recommendations for cost control requirements relative to staffing and project controls for the full range of cost control activities.
- Prepares detailed manpower work plans for cost control activities.
- Reviews as directed cost control and material control related provisions of proposals, and develops supporting data for contract negotiations.
- Prepares cost presentations and interfaces with designated management and client counterparts for specific cost control tasks.
- Participates in developing and presenting of designated subjects in training classes and on-the-job training programs.
- Supervises the timely and competent performance of site cost estimates,
- Establishes the conceptual scope of estimate and studies for field changes.
- Prepares and analyzes comparisons of scope, quantities, and cost data between projects
- Responsible for cost control, cost estimating, and cost analysis/control activities for medium size projects or projects with significant non-routine requirements or for discipline/project/proposal estimating activities, which require a moderate degree of technical skill and experience.
- Continuing contacts with Project/construction Manager, project team members, working and supervisory level personnel of other departments.
- Prepares and may present cost control and estimate information to managements/clients.
- Review margin analysis with Project Manager monthly and ensure accuracy
- Assist Project/construction Manager in closing the project
Qualifications
- Engineering or construction based degree or diploma
Experienced in :
- Oilsands, oil and gas projects
- Minimum 10 years in cost control and related experience
- Cost reimbursement, T/M, LS and unit price contracts
- Cost control in EPC, CM and contractor
- Knowledge technical cost/estimating, engineering design, and construction practice
- Demonstrated ability to plan, organize, direct, perform, review, and present cost control and cost estimating projects with a minimum of supervision
- Knowledge of engineering and construction management and business management
- Skilled oral and written communication
- Knowledge of applicable Standards and Procedures
- Knowledge in :
- Budget control,
- Monitoring & analysis incurred costs,
- Earned value progress
- Change management
- Forecasting
- Computer Skills: Oracle, Microsoft Office (Advanced in Excel & Access)
