The Position
Under general supervision, accomplish financial or business analysis assignments on individual or co-operational basis and provide basic accounting services to client departments.
Qualifications
- Undergraduate degree in Accounting or related area/accounting professional designation, with two (2) years experience in a computerized accounting environment for those with degrees; OR
- A two (2) year diploma specializing in Accounting, with four (4) years experience in computerized accounting environment for those holding a diploma.
- Municipal or government experience is an asset.
You will posses the following;
- Knowledge of public finances and operations.
- Understand budget process and procedures.
- Understand goal setting and policy formulation process.
- Understand expenditure and revenue structure and debt financing.
- Familiarity with fund accounting, chart of accounts and internal and external financial reports.
- Proficiency with financial management system and desktop applications.
- Knowledge of the legal and regulatory impacts and constraints regarding revenues, expenditures and the budget process.
- Financial and Policy Analysis Skills.
- Understand analytical concepts;
- Adjusting for inflation.
- Time value of money and discounting to present value.
- Opportunity cost.
- Fixed and variable cost.
- Marginal cost.
- Basic statistics (average, median, standard deviation, correlation, scatter plots).
- Proficiency with analysis tools and techniques;
- Basic techniques for comparing alternatives: decision tables, expected value tables, weighted score tables, decision trees.
- Expenditure and revenue trend analysis and forecasting.
- Budget variance analysis.
- Financial condition analysis or financial trend monitoring.
- Cost accounting and cost analysis (cost finding, indirect cost allocation, activity based costing).
- Familiarity with Innovations in Budgeting;
- Long-term financial planning, multi-year budgeting, budgeting for structural balance.
- Strategic planning.
- Alternative budget formats (program, performance and zero-based budgets.

Salary/ Benefits & Compensation
Pay / Classification Level: PL 19
Salary Range:
- $43.42 (Probationary Rate)
- $47.65 - $51.10 (Permanent Rates)
