The Position
 
The Executive Director, Planning & Design Services (P&DS) is a key leadership role in the Capital Management Division and reports directly to the VP, Capital Operations and Government Integration.
 
Role and Responsibilities

  • This position is responsible & accountable for the planning, delivery and evaluation of the P&DS programs and services in support of the vision, mission and business plan of Alberta Health Services (AHS).
  • This position is responsible and accountable for ensuring provincial standards/guidelines and consistent operational processes are developed and maintained for Capital Planning & Design Services throughout the province in the areas of strategic development planning, process redesign, facility planning, and design & technical services.
  • The output of these functional areas includes: needs assessments, feasibility studies, network / site / master plans, functional programs, record drawings, scoping / budgeting / design drawings and project overview for new and renovated facilities across the province and across the continuum from community health to specialized acute and from minor to major in scale.
  • The position is responsible and accountable for making key decisions and having direct leadership responsibility for establishing and contributing to the achievement of the provincial goals of the P&DS program. This position also works closely with zone Capital Management leadership to ensure that zone initiatives align with provincial goals and objectives.
  • The position develops and maintains strong working relationships with key stakeholders and leadership executives in both zone and clinical operations in order to provide strategic leadership in planning & design for AHS. The position also establishes and maintains positive relationships with key local, provincial and national government representatives and health care stakeholders including officials in Alberta Health & Wellness (AHW), Alberta Infrastructure (AI) and other ministries, as well as both the University of Calgary and University of Alberta.
  • As importantly, the role has responsibility to coordinate & support the new function of clinical liaison / client representation and lead the overview on all major capital projects with the Capital Management zone lead, where AI is now responsible for project management.
  • The Executive Director, P&DS will develop and maintain strong working relationships with key stakeholders in order to provide strategic leadership.
The position is also responsible for:
  • Leading the development of P&DS department goals and business plans to ensure they are supportive of and in compliance with the delivery of quality and sustainable health systems.
  • Managing the department’s provincial operations and planning that aligns with direction set by AHS and Capital Management.
  • Provides leadership to the P&DS team, responsible for the development of the annual Capital Plan submission to Government.
  • Provides support to zone leadership in ensuring P&DS participation in strategic, operational and capital planning.
  • Establishes and maintains key relationships with AHS, Zone Executive leads, medical, clinical and other department leaders, vendors and manufacturers.
  • Responsible to develop, monitor and implement standards of practise to meet all regulatory requirements for Capital Planning & health facility design.
Strategic Planning
  • As a member of the P&DS management team, will also be involved in the strategic formulation, development or administration of policy and programs to support patient focused care programs and delivery.
  • Contributes to the development of the strategic plan and the establishment of priorities for the business plan, as and where consulted.
  • May assist in the development of strategies to be incorporated in the business plan that reflects the short and long term capital needs of the organization.
  • Develops an overall planning & design services provincial strategy for AHS which aligns with zone structure.
  • Works closely with Capital Management zone leadership on zone based initiatives and assures that they align with provincial strategies and goals.
  • Develops systems, processes and procedures that contribute to the overall efficiency of AHS delivery of services.
  • Leads the development of site specific Master Plans and Network Plans with view of both the immediate and long term requirements.
Operational Leadership
  • Sets the framework for delivery of Planning & Design Services through functional departments and ensures implementation and monitoring of provincially integrated Planning & Design Services.
  • Ensures the Planning & Design Services department vision supports the overall Financial Services & Capital Management and AHS vision.
  • Provides leadership through effective communication, ethical decision making, and commitment to achieving established goals and objectives, ensuring outcome measurements and standards are enforced.
  • Identifies key challenges and opportunities and provides leadership to support the development of innovative and strategic approaches in ways that enable the achievement of strategic vision and long-term goals.
  • Fosters a high quality workplace with strong commitment to quality and process improvement and patient care focus.
  • Develops short and long term capital planning directions to adequately accommodate the provision of health services to the public by the AHS caregivers, operating and support staff
  • Oversees the development of building functional plans and space programming to accommodate the requirements of staff and needs of patients and the provision of health services intended.
  • Provides professional design services including complete documentation and construction review for selected projects.
  • Oversees the development of appropriate provincial building and space utilization design standards.
Relationship Management
  • Through interaction with internal and external partners and participants, influences the direction of key organizational initiatives on matters related to real estate & facilities management.
  • Creates and builds commitment to the vision for the Planning & Design Services department through effective communication strategies.
  • •Serves as a role model in the development of an organizational culture and promotion of the Planning & Design Services department vision, ensuring support of the vision, mission and goals of AHS.
  • Maintains synergistic relationships and coordinate with other departmental leaders within both the Financial Services portfolio and AHS in general, to advance the cause and aims of the organization.
  • Establishes and maintains appropriate contacts and business relationships with Government personnel responsible for overseeing and approving proposals by the department.
People Management
  • The Executive Director, Planning & Design Services ensures the strategic use of human resources throughout the province in providing the most effective and efficient delivery of patient care.
  • Provides leadership to department and division employees consisting of diverse professional, technical and non-professional occupational groups.
  • Hiring, retention and training of appropriate staff at sustainable levels, including succession planning.
  • Professional development requirements with feedback to the zone and Centre of Expertise based staff
Change Leadership
  • Ability to initiate, implement and support new or modified approaches, practices and processes in the organization.
  • Recognizes need for change across service areas and sets priorities accordingly. Engages key stakeholders in change process, understands the impact on both internal and external stakeholders and manages risks and benefits accordingly.
  • Continually analyses the change process and makes necessary adjustments to maximize effectiveness.
Resource Management
  • Manages the operating and capital budgets for the designated program/service responsibility ensuring consistency with the plans and general guidelines established by AHS’s senior management.
  • Plans and determines allocation of resources, authorizes and controls expenditures, and is accountable for managing resources within the Planning & Design Services department.
Risk Management
  • Promotes an environment that fosters quality improvement and a culture of safety for staff and patients.
  • Commits to continually improving health and safety performance through promotion of culture supporting hazard assessment, risk management, incident identification, reporting and correction, and compliance with applicable regulations, policies, and safe work practices.
Qualifications:
  • Minimum essential formal qualification would be a Masters of Architecture or Masters of Planning and registration in the applicable provincial professional association i.e. Alberta Association of Architects or Canadian Institute of Planners.
  • Unique knowledge or skills would involve management of a large and diverse range of planning functions preferably in a healthcare setting. Skills in the range of the planning continuum from strategic to functional to physical and small to large. Capital assets within Alberta Health Services vary in size and type; are numerous and the processes required to management, plan and develop them are complex.
  • Demonstrated ability to advance strategic initiatives and manage people.
  • Superior interpersonal, communication, facilitation and leadership skills.
  • Ability to set and accomplish objectives and manage expectations.
  • Demonstrated critical thinking, analytical and problem solving skills.
  • Proven ability to foster a collaborative team approach to decision making.
