The Position
 
Under Administrative guidance the CMT Engineering Manager provides leadership to the site Construction Engineering department, which includes Construction Engineering, Surveying and Project Document and Data Management. This position will manage a large number of construction engineers throughout various areas of the project.
 
The Director is to provide site technical support to construction operations and the site quality program with the department he/she is in charge of.  The Director will ensure all technical aspects of field construction are satisfied and that Fluor builds a facility of unmatched value to the client.  These actions are accomplished with the support of a field engineering staff experienced in all phases of construction as well as a Project Document and Data Management department designed to ensure all project documentation is properly stored and issued.
 
Primary Job Duties/Functions

  • Provides technical evaluation of bid proposals
  • Provides constructability support during the early (FEED) stages of projects.
  • Participates in pre-construction planning efforts during the development phase of projects.
  • Interprets the intent and requirements of the design documents and information.
  • Maintains working knowledge of applicable codes and standards for a project.
  • Coordinates the implementation of the constructability review program during the design phase.
  • Manages the project Construction Engineering Department which provides construction engineering and technical support to the project.
  • Establishes and executes the Construction Engineering program, which includes the exchange of engineering information among the client, design engineer, and company project team.
  • Coordinates, obtains, and provides responses to Requests for Information (RFI’s) as required.
  • Requisitions certain project materials, equipment, and services.
  • Performs technical administration of contracts.
  • Staffs the Construction Engineering Department with qualified personnel required to support the project needs.
  • Supervises the project construction engineers and coordinates their activities with the activities of the Construction Engineering Department and other project departments.
  • Provides guidance to, as well as training and development of, construction engineering personnel.
  • Monitors the performance of project construction engineers against specific expectations
  • Establishes and maintains effective communication between the company and the design engineer to ensure the timely flow of design documents and information.
  • Maintains liaison with the company’s technical and construction support departments to provide the technical and construction engineering expertise required to support the project
  • Coordinates the preparation of the Construction Engineering section of the Project Procedures Manual Coordinates, in conjunction with the Contract Administration group
  • Coordinates the preparation and implementation of the project quality program when the quality function is the responsibility of the Construction Engineering Department.
  • Reports the status of functions performed by the Construction Engineering Department to project management
  • Provides marked-up drawings and information required for the preparation of as-built drawings
  • Reviews design drawings for completeness and constructability
  • Coordinates the preparation and revision of technical work procedures consistent with project design and construction requirements
  • Maintains liaison with the design engineer to schedule and coordinate the release of construction design documents in support of the construction schedule
  • Provides construction engineering input to the Project Completion Report
  • Other duties as assigned
Secondary Job Duties/Functions
  • Remains knowledgeable of safety policies and procedures and performs assigned duties in a safe manner and, while supervising others, has responsibility for their safety and ensures that they comply with established safety policies and procedures and practice safe work habits
  • Prepares all job descriptions for positions located within his/her organization.
  • Prepares all Fluor and/or Client requisitions required for staffing open positions located within his/her organization.
  • Stays current with technical developments in area of expertise through continuing education, conferences, and periodicals, and continues to develop in-depth specialization.
  • Supporting employee development by communicating with persons located within his/her organization any job performance issues which may not meet company standards.
  • Provides recommendations for pay raises and promotions for Construction Engineering.
  • Acts as interim Construction Manager/Site Manager, if required.
  • Participates in Fluor University.
Basic Job Requirements
  • Engineering degree or equivalent technical project experience
  • 8 - 15 years of engineering design experience in the energy and chemical industry
  • Successful candidate should have experience supervising engineering staff and exposure to the various design disciplines.
  • Successfully managed field engineering efforts as the field engineering manager on multiple projects.
Other Job Requirements
  • Intermediate to advanced computer and software skills to include the use of word processing and email as well as the Intermediate or advanced use of spreadsheets and electronic presentations
  • Excellent attention-to-detail as well as the ability to work in a time-conscious and time-effective manner.
  • Above average written and oral professional communication skills
  • Previous Fluor experience highly desirable
