Job Description

This is a permanent full-time position working thirty-five (35) hours per week within the Community Development Planning Branch of the Planning and Development Department. This position is located in the community of Fort McMurray, the Regional Municipality of Wood Buffalo’s urban centre.
The Manager, Community Development Planning is responsible for establishing, implementing, and monitoring service standard and quality measure of community needs and demands, bylaws, statutory plans, land development, and electronic permitting system to coordinate with SAP platform. The incumbent will participate in the management of all administrative aspects for the department. Primary responsibilities of this position include:
Departmental Management: Assists the Director of Planning and Development with overall program service delivery. Through direct involvement in daily operations, manages budgeting, and strategic planning of the overall design and implementation of all department initiatives. Ensures all programs are developed according to legislation, industry standards, and best practices.
Leadership: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment. Recruits, trains, and mentors staff. Leads staff in the delivery of advice, recommendations, and decision support.
Implementation of Strategies: Serves as a department representative team member of the Damage Assessment Team with the Emergency Management Department. Has extensive contact with media. Intensively involved in process of off-site levies and associated development securities. Manages Subdivision and Development Appeal Board appeals process. Coordinates complex and critical site inspections. Assists with the coordination of Safety Codes contracts.


  • Degree in Regional and Urban Planning.
  • Designated Planner is preferred.
  • Minimum ten (10) years of experience working a municipal planning environment with a minimum of five (5) years of experience as a supervisor.
  • An equivalent combination of education and work experience may be considered.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.
  • Membership in Canadian Institute of Planners is required.
  • Membership in Alberta Professional Planners Institute is preferred.

  • Proven ability to be discreet, keep all information and documentation strictly confidential, respectfully and sensitively resolve issues.
  • Working knowledge of Alberta’s Municipal Government Act and other related legislation required.
  • Working knowledge and experience with transit-oriented development principles and sustainable development practices is desirable.
  • Training in Planning Law.
  • Ability to read and interpret engineering plans, drawings, planning documents, and specifications.
  • A valid Class Five (5) Alberta driver’s licence, as incumbent may be required to operate a personal or municipal vehicle for business use.
