Job Description

This is a permanent full-time position working thirty-five (35) hours per week within the Regional Assessor Branch of the Office of the Chief Financial Officer.


  • The Assessment Manager is responsible for overseeing activities in the Regional Assessor Department and working collaboratively with internal and external stakeholders on assessment issues.
  • The Assessment Manager leads staff in the delivery of advice, recommendations, and decision support and takes a lead role in developing and implementing innovative and practical approaches to department initiatives.
  • A key role component will be coaching, mentoring and training staff.
  • The incumbent ensures all employees are working proficiently and effectively in a productive environment and is a role model that exemplifies professionalism for all staff to follow.
  • Assists the Regional Assessor with overall program service delivery.
  • Manages through direct involvement in daily operations, budgeting, and strategic planning of the overall design and deployment of all department initiatives.
  • Ensures all programs are developed according to legislation, industry standards, and best practices.
  • Administers the CAMA system and make recommendations.
  • Coordinates the taxable status of property.
  • Assists in the administration of Residential, Commercial/Industrial, and Special Use Property Assessment programmes.
  • Oversees the analysis and evaluation of assessment valuation models.
  • Provides clarification and technical guidance on assessment policies, procedures and processes to the public and interest groups, at times dealing with highly sensitive issues.
  • Builds and maintains procedural documentation to ensure delivery of equitable assessments through consistency of practice.


  • Bachelor’s Degree in Commerce or Business Administration.
  • Accredited Municipal Assessor of Alberta (A.M.A.A) or Accredited Appraiser Canadian Institute (AACI) designation.
  • Minimum of ten (10) years’ experience in a property assessment environment.
  • Five (5) years’ experience at an intermediate management level.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.
  • Detail-oriented, with strong organizational, managerial, and customer service skills.
  • Strong verbal and written communication skills.
  • Highly developed analytical, critical thinking, and interpersonal skills; high political awareness and sensitivity.
  • Ability to establish and maintain effective working relationships with managers, employees, leaders, and external contacts; interacts in a manner that builds trust, credibility, and rapport.
  • Ability to empower people, and use innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • Negotiation, investigation, mediation, and facilitation skills.
  • High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
  • Thorough knowledge of legislative framework governing property assessment and applicable case law.
  • Ability to appear as expert witness as required in support of valuation conclusions at tribunal hearings and before the courts.
  • Thorough knowledge of computer software applications including spreadsheets, intermediate database structure, and multiple regression analysis. 
  • Able to read and interpret blueprints. 
  • Valid Alberta Class Five (5) driver’s licence is preferred as incumbent may be required to operate a personal or municipal vehicle for business use.
