Job Description

Under general supervision, performs a variety of responsible work, primarily ensuring that fees, billings and charges due to the Municipality are prepared, mailed and accounted for, in accordance with Municipal regulations and Provincial Statutes. This position also assists in the reconciliation of sub-ledgers with the general ledger.

Responsibilities:

  1. Processes billings to customers and ratepayers for sale of goods and services provided by the municipality including but not limited to: water and sewer, tax certificates, facility booking, bulk water, landfill users and cemetery billings.
  2. Ensures payments, refunds and all other adjustments are posted to customer accounts accurately and on a timely basis.
  3. Reviews and processes applications, terminations, and customer deposits.
  4. Liaises with public, investigates complaints and answers inquiries, both in writing and verbally.
  5. Prepares all receivable account reconciliation to ensure sub-ledgers are balanced to general ledger on a monthly basis.
  6. Prepares monthly journal entries.
  7. Reviews and monitors all unpaid accounts that are 31-90 days overdue and contact customer for payment.
  8. Ensures all receivables are billed and recorded in accordance with municipal policies.
  9. Maintains and updates all customer accounts.
  10. Performs other duties as assigned.

Requirements:

  1. Certificate in business, accounting, or related field.
  2. Two (2) years’ billings, receivables, and collections experience in a computerized accounting environment is required.
  3. Ability to communicate clearly and concisely.
  4. Ability to prioritize and organize work effectively.
  5. Ability to interpret information from a wide variety of sources and apply various legal regulations, organizational policies and procedures.
  6. Ability to deal effectively with a diverse range of people, using judgment, tact, and sound decision making skills, sometimes in conflict situations.
  7. Ability to meet strict deadlines, usually under own initiative.
  8. Proficiency with spreadsheet software is essential.


Additional Information:

  • $38.48 (Temporary Rate)
  • An additional bi-weekly payment of $480 which represents a cost of living allowance
