Job Description

Under general supervision and considerable independent judgement, procures a wide variety of materials, supplies and other equipment for the municipality. Work also involves providing daily assistance to procurement clerks.

Responsibilities:

  • Performs a variety of purchasing and materials management services, including the direct purchase of goods and services, system support, administration and clerical support duties. 
  • Processes requisitions and purchase orders including contracts for services and blanket purchase orders/standing offer agreements.
  • Reviews requisitions received from client departments for completeness; assists in determining the appropriate procurement strategy and priority; and reconciles/expedites discrepancies related to these documents.
  • Assists with vendor research and tender preparation, and ensures adequate terms and conditions are stipulated. Transforms requisitions into purchase documents. 
  • Verifies purchase order requisitions to ensure specifications; prices, quantities, and terms and conditions of purchases are concisely and accurately outlined. 
  • Issues formal and informal requests for quotes and bids; reviews and analyzes results and makes recommendations. 
  • Coordinates the disposal of surplus and salvage goods. Works closely with the stores/inventory personnel to arrange pickups and determine if the goods received are as ordered. 
  • Periodically, manages special projects as assigned.
  • Provides customer departments & vendors with information or procurement policies and procedures. Provides procurement training as required.
  • Within scope of assignments, initiates supplier contracts and/or replenishes orders for goods and services.
  • Assists senior buyers with completeness and bid evaluation criteria up to and including tender openings and award.
  • Supports and assists senior buyer roles.
  • Performs other duties as required.

Requirements:

  • Certificate in supply chain management or equivalent, combined with two (2) years’ related experience in procurement is required.
  • Direct experience in a purchasing, materials management and administrative support role, in a computerized accounting environment for a large organization or agency.
  • ERP systems experience is an asset.
  • You will possess the following:
  • Knowledge of the following: government purchasing procedures and regulations; materials, equipment, supplies and services used by municipalities; inventory asset and record keeping systems; accounts payable and purchasing accounting practices; and basic budgeting processes.
  • Proven ability to work with minimum supervision, make decisions regarding priorities, and meet deadlines under own initiative. 
  • Above average interpersonal, communication, problem solving, and planning skills are required. 
  • Knowledge of – or the ability to learn – common law, tendering law, and provincial statutes.
  • Valid Class Five (5) Alberta driver’s licence or equivalent.
  • Working knowledge of the legal ramifications of purchasing decisions, contracted service agreements, FOIP, agreement on internal trade, and investment and labour mobility agreement are assets.
