This is a permanent, full-time position working thirty-five (35) hours per week.

Qualifications:
|
Reporting to the General Manager of Strategic Initiatives, you will have a variety of challenging responsibilities. You will:
· Assist with the integration of statements into core municipal policies and directives which address rural service delivery and aboriginal relations objectives;
· Review and revise existing service and/or funding agreements/understandings currently established with aboriginal organizations (i.e. Indian and Northern Affairs Canada and/or First Nations);
· Review existing and assist with the development of new Memorandums of Understanding and/or Working Together Protocols / Agreements between the Regional Municipality and various Aboriginal organizations and/individual First Nations within the Wood Buffalo region which support improved relations and/or service delivery;
· Research and write reports, briefing /position papers, presentations and correspondence relative to rural and aboriginal relations issues;
· Research best practices which support achievement of the Regional Municipality’s rural service delivery and aboriginal relations objectives;
· Assist in the development of municipal policies, administrative directives, processes and procedures which provide clear guidance and direction regarding the municipality’s rural service delivery and aboriginal relations initiatives;
· Facilitate the inclusion of rural and aboriginal interests in the development of major municipal plans and processes (IE: Strategic Plan, Municipal Development Plan, Economic Development Strategy, Interventions, etc);
· Assist in facilitating the inclusion of rural and aboriginal policy development/implementation as part of departmental business plans;
· Establish, monitor and maintain working relationships with various Aboriginal organizations and groups;
· Identify, inventory and monitor all existing rural services.
· Participate in the development of initiatives aimed at increasing Aboriginal awareness and understanding of the municipality’s operations and responsibilities related to service and program delivery.
You will possess a related post secondary degree (eg. Native Studies, Community Development, Education or Aboriginal Law) plus five (5) years related management experience working with Aboriginal communities are required. You will possess: Knowledge and understanding of Aboriginal culture, issues, communities and protocols is essential; Demonstrated research and analytical skills; Strong communication (written/oral) and presentation making skills are essential; Project management and co-ordination skills.
A highly developed interpersonal skill to collaborate effectively with Aboriginal people / communities is essential; Demonstrated experience in the area of community development and relationship building with aboriginal communities; Knowledge of local government operations, policy development and decision making processes; Broad knowledge of federal and provincial government policy, programs, services and initiatives related to aboriginal affairs; Training or practical experience in consultation and facilitation processes and the capacity to work in team environments are essential; Knowledge of Canadian constitutional and jurisdictional issues is an asset.

Salary Range:

$93,543 (Starting Range) – $119,365 (2010 Rates)
|
